FOR IMMEDIATE RELEASE

On November 15, 2016 Clayton County Sheriff’s Deputies responded to the intersection of County Rd. C7X and Osterdock Rd. for the report of a vehicle in the ditch. Upon arrival Deputies came into contact with sixty-two (62) year old Rick Lee Rosacker of Guttenberg, IA with his 2003 Ford F550 partially in the south ditch of Garber Rd. During the investigation at the scene a Sheriff’s Deputy observed signs of impairment and began the process of testing Rosacker for operating while intoxicated. Based off the Sheriff’s Deputies observations a request was made for further testing by the Clayton County Sheriff’s Office drug recognition expert (DRE). Further tested resulted in the determination Rosacker was operating a motor vehicle while intoxicated. Rosacker was charged with Operating a Motor Vehicle While Intoxicated 1st offense as well as Possession of a Controlled Substance (marijuana) 1st offense after officers discovered marijuana in his vehicle.

On January 5, 2017 a Clayton County Sheriff’s Office deputy observed forty-six (46) year old Ronnie Lynn Funk of Colesburg, IA operating a motor vehicle near the intersection of Hwy 128 and Heron Ave. The deputy had prior knowledge Funk did not possess a valid driver’s license and conducted a traffic stop. It was determined Funk was illegally operating the motor vehicle while having a barred driver’s status for habitual offender. Funk was subsequently arrested and charged with Driving While Barred and Failure to Provide Proof of Financial Liability and transported to the Clayton County Sheriff’s Office being held for an initial appearance.

On January 7, 2017 Clayton County Sheriff’s Deputies responded to the address of 106 N. Rutland Street Garnavillo, IA on a report of possible marijuana use. Upon arrival Deputies came into contact with nineteen (19) year old Jayson Charles Overbey of Urbana, IA. An investigation at the scene found Overbey to be in possession of marijuana and drug paraphernalia. Overbey was charged with Possession of a Controlled Substance (marijuana) 1st offense and Drug Paraphernalia.

On January 22, 2017 a Clayton County Sheriff’s Deputy responded to County Rd. C7X near the intersection of Lower Cedar Rd. for the report of a vehicle fire. Upon arrival it was determined thirty-four (34) year old Brooks Allen Eglseder of Edgewood, IA was operating his 2008 Dodge Ram 3500 westbound on C7X. A mechanical failure ignited the fire resulting in a total loss of the vehicle. No injuries were sustained by passengers and the fire was extinguished by the Garber Fire Department.

Traffic Accidents:

Between the dates of December 12, 2016 and January 26, 2017 the Clayton County Sheriff’s Office has responded to and investigated eighteen (18) motor vehicle accidents.

• Three (3) vehicle v. deer - No citations

• One (1) vehicle v. eagle – No citation

• Six (6) single vehicle accidents due to roadway conditions from weather conditions

• Eight (8) additional accidents investigated due to other contributing factors resulting in citations for the following:

o Sixteen (16) year old Rezner Buhr of Clermont, IA – Failure to Maintain Control & Failure to Obey Stop sign

o Twenty-one (21) year old Johnnie Durbin of Strawberry Point, IA – Failure to Maintain Control

o Forty-two (42) year old David Squires of Manchester, IA – Failure to Yield Upon Entering a Through Highway

o Twenty-six (26) year old Travis Terrell of Strawberry point, IA – Failure to Provide Proof of Financial Liability

o Twenty-one (21) year old Samuel Priebe of Independence, IA – Failure to Maintain Control
